Westover Magnet School Update 10/30

Good Afternoon,

As you are aware, the Westover Magnet renovation project is underway and on an extremely compressed timeline.  The full scope of the project and our progress is available at https://www.stamfordct.gov/mold-task-force/pages/westover-magnet-elementary.  We are fully aware of the impact that this project has on the community and have promised to keep everyone updated on our progress and specifically if we become aware of any potential risks to our August 2020 completion target.  At this time, I would like to bring everyone’s attention to a recently discovered unforeseen condition.  Post-demolition investigation of the interior face of the exterior sheathing has identified an additional condition that was not originally contemplated. 

The orange arrows in Photo 1 indicate mold growth.  Our consulting engineers, architects and building envelope experts have determined that this growth is not the result of water intrusion through the concrete slab; nor is it from openings in the unit ventilators or windows.  Photos 2 and 3 highlight the cause of the issue, which involves the failure of the vapor barrier within the cavity between the exterior brick and the exterior sheathing. 

We have determined that this condition exists on portions of the exterior courtyard walls and the full-length of the westerly-facing wall near the access roadway at the rear of the building.  A solution to this condition involves the removal of two feet of brick on all affected walls and a repair or replacement of the underlying vapor barrier.  Our consultants are currently finalizing a practical solution to this condition, including addressing the mold-impacted sheathing. 

We know this will result in more work and added expense.  At this point, with the information that we have in hand, we remain committed to our completion target of August 2020 and will certainly inform you if our confidence level changes.  As is always the case, we are committed to providing the correct long-term solution and I can assure you that we will not compromise this goal in the interest of time or convenience.  We will continue to update you as we receive additional information and reach major milestones.  Thank you for your cooperation.
