Steven Barrier Timeline

October 22nd - 23rd 2019

In response to the passing of Steven Barrier and the completion of the State’s Attorney’s investigation, the City has released all body worn camera videos and 911 recordings within the limits of the law for public viewing.

11:40 p.m. – Initial 911 Call for Domestic Violence

11:45 p.m. – Officers Arrive at Scene and Canvass Neighborhood

  • 11:45 p.m. - Officer posts 1C and 1B arrive at Stamford residence and search the property for Mr. Barrier. The officers interview members of the household, take voluntary statements and provide a domestic violence safety plan.
  • 11:47 p.m. - Officer 1A arrives, searches and clears residence, and then performs an exterior search.

  • 11:50 p.m. - Officer 2C2 canvasses neighborhood.

  • 11:54 p.m. - Officers posts 2B2 and 2B canvass neighborhood.
  • 12:01 a.m. - Officer 2B2 continues canvass of West Avenue area.
  • 12:10 a.m. - Officer 1A questions subject fitting description walking in the rain.

12:37 a.m. – Officers Clear the Call and Leave the Scene

1:23 a.m. – 911 Text Messages

1:28 a.m. – Officers Return to Residence and Canvass the Area

  • 1:28 a.m. - Officer arrives at residence and pursues Mr. Barrier. 
  • 1:30 a.m. - Officer canvasses West Ave and West Main Street area. Officer then gets into patrol vehicle with another officer and continues to canvass the area.
  • 1:30 a.m. - Officer is at front door with two other officers. Officer joins the foot pursuit and assists officers in apprehension.  
  • 1:31 a.m. - Officer canvasses area around West Avenue and West Main. 
  • 1:31 a.m. -  Officer canvasses West Avenue and surrounding side streets. Officer arrives at the Home Depot parking lot and goes up the hill towards West Avenue. Officers carry Mr. Barrier down the hill towards the Home Depot parking lot.

1:37 a.m. – Mr. Barrier is Observed Running Through Properties

1:40 a.m. – Mr. Barrier is Apprehended in the Woods Near Home Depot Parking Lot

  • 1:40 a.m. - Officers apprehend Mr. Barrier and carry him down hill toward parking lot.
  • 1:43 a.m. - Officers carry Mr. Barrier down the grassy hill to Home Depot parking lot.
  • 1:43 a.m. - Officers carry Mr. Barrier down the grassy hill to Home Depot parking lot. Mr. Barrier is then placed into the rear of the patrol vehicle of Officer 3A to be transported to SPD Headquarters.

1:47 a.m. – Mr. Barrier is Transported to Police Headquarters

  • 1:47 a.m. - Officer transports Mr. Barrier by police car to Stamford Police Headquarters.

1:51 a.m. – Transport Arrives at Police Headquarters

  • 1:51 a.m. - Officers secure their weapons. 
  • 1:52 a.m. - Officer assists carrying Mr. Barrier from patrol vehicle into holding area.

1:54 a.m. – Mr. Barrier is Carried from Police Car and Taken to Booking Area

  • 1:54 a.m. - Post 4A is in sally port as officers remove Mr. Barrier from the rear of patrol vehicle and carry him into the holding area.

1:55 a.m. – Officer Uses His Portable Radio To Request Medical Assistance

2:00 a.m. Emergency Medical Personnel Arrive

2:26 a.m. – Mr. Barrier is Transported from Police Headquarters to Stamford Hospital

3:10 a.m. – Mr. Barrier was Pronounced Deceased at Stamford Hospital
