All real property valued as of October 1, 2017
The revaluation company, Municipal Valuation Services LLC, will submit to the Assessor’s Office fair market values and assessments for all real property effective for the October 1, 2017 Grand List year.
Property owners will receive a notice in the mail from the Assessor’s Office early December 2017. The notice will provide the property owner with the prior assessed value, new assessed value and percentage of growth or decline. The notice will also list the estimated growth or decline of all taxable real estate as a result of the revaluation.
The notice will also provide contact information to schedule an informal meeting with a representative of Municipal Valuation Services LLC to discuss valuation issues. There is no fee associated with this request. Property owners are not obligated to set up an appointment.
Informal meetings will be held in the month of January 2018 in the Government Center located at 888 Washington Boulevard. Walk-ins will not be accepted. As a property owner, you will be able to submit during the meeting any pertinent documentation you feel could affect the valuation of your property such as appraisal, recent sales, etc.
As a result of informal hearing, a notice will be mailed out to property owners to indicate whether the meeting resulted in a change in value or no change in value.
Grand List will be signed and recorded by the Assessor UNLESS A 1 MONTH EXTENSION IS GRANTED. All required reporting and notices to the State Office and Policy and Management will be processed accordingly. If a one month extension is granted to sign the Grand List, filing dates for the Board of Assessment Appeals will be moved by one month.
Filing dates for the Board of Assessment Appeals is between February 1, 2018 and February 20, 2018. If a one month extension is granted to sign the Grand List, filing dates will be between March 1, 2018 and March 20, 2018. Applications will be available on the City website, or in the Assessor’s Office.
Elderly homeowners (65 years as of December 31, 2017) who reside in their residence as of October 1, 2017 may begin scheduling an appointment to apply for State and Local homeowners benefit (February 1, 2018 through May 15, 2018). Letters will be mailed out to homeowners who are currently receiving a benefit and are scheduled to reapply this year.

Additional Veterans applications will be accepted from February 1, 2017 to October 1, 2018.
Board of Assessment Appeals will be in session to hear appeals from those taxpayers who submitted a duly completed appeal application within the required dates. The Board will notify property owners of the date and location of the hearing. If a one month extension is granted, hearings will be held in April 2018. Owners should be prepared to have copies for submission to the Board of any evidence to support their claim to value such as an appraisal close to the Oct 1 valuation date.
Property owners may have an appraiser, attorney or other designated agent appear on their behalf. The designee will be required to provide agent’s certification to the Board duly signed by the property owner during or before the hearing.
Amended Grand List is signed and recorded.
