What are RPPs?

The Residential Parking Program [RPP] is for residential areas around major traffic generators – like hospitals or rail stations – where on-street parking is restricted for those except residents and short-term visitors.
Why have RPPs?

Curb space is a limited public resource – RPP’s help to balance the needs of those who want to use the same public space.

Because it’s public, restricting the use of the curb requires a compelling reason. In the case of the the RPP program, it is to prioritize residential and short-term visitor parking over commuter parking in the public right of way.
How can I get a residential parking permit (for existing zones)?

The only way to obtain your Residential Parking Permit is online.

To obtain your permit online, go to the main Residential Parking Zone chart, go to you zone, and select "Click Here for Permit"
How can I request a new RPP for my neighborhood?

You can submit a request for a new RPP by submitting the application:

Include $100.00 processing fee

Petition with at least 65% of households supporting the request

Only one signature per household

More than 75% of the available parking should be occupied as verified by TT&P (unless the proposed zone is within 1/3 mile of a park, beach, or open water access point)

The letter/application should specify the traffic generator and the blocks where the generator is causing on-street parking congestion.

Stamford TT&P will review applications and also considers other strategies, such as adding parking where possible, utilizing transportation demand management programs, etc.
How/when will a resident know how many passes they qualify for?

When TT&P receives the petition we verify the number of households and signatures. We then will go to the street and measure the available curb for parking. We use this number of stalls to calculate the number of permits per household and this is included in our report that we present to the residents in the public hearing. This way it can be taken into account prior to the residents deciding if they want to move forward.
What is the maximum number of permits per household? What if it's a 2 family house?

3 is the maximum per household. As part of the TT&P report, we will determine how many permits each household can get. The minimum number of permits per household is 1. There may be cases where there are more households than available parking spaces which would be a cause for denying the application.

A 2 family house is counted as 2 separate households.
What if I have a party or visitors over? Can they park on the street?

Please see Section 231-45.1 of the Stamford Municipal Code for more information about one day residential parking permit exceptions
What if the house is rented?

The ordinance stipulates it is the residents of the households. This can be the owner or the renter.
Can I expand an existing RPP to my block?

You can expand an existing RPP to your block if:

Your block is adjacent to an existing RPP

You apply for using the application and pay the appropriate processing fee

65% of the households on your block sign a petition to join the RPP
What if the zone has parking meters on the street?

In areas where time limits are posted or metered parking is established, non-permitted vehicles can still park in the area, but must obey posted time limits. Vehicles with permits for the specific area are exempt.
Are there special signs installed on the street?

Signs are installed on the blocks in an RPP alerting drivers that only vehicles with Zone Permits can park on the Street
What is a block?

This depends on how the application is filled out as well as our engineering study, we do have some zones that are only by block. If you have questions for specific streets we can review this with you before sending in the application.

Purchase a Residential Parking Permit

The City of Stamford has transitioned to a new program for parking permits, including Residential Parking Permits.

You need to go to our new permit website here. If you're a new user, you'll need to click on the register tab and create an account. Once you create an account, you can apply for your permit. You'll need documents ready to prove residency which can be uploaded onto the permit portal.

The Residential Parking Permit Program is meant to maintain safe, healthy, and attractive neighborhoods and other residential areas within the City.

The purpose of the program is to lessen the burdensome practice of nonresidents of certain areas and neighborhoods parking their motor vehicles for extended periods of time.

There are many options for residential parking zones, such as metered parking, time of day/night application, days of the week enforcement, etc.

Obtain Residential Parking Permits

When parking in the Residential Parking Zones below, Residential Parking Permits (RPP) are required to be purchased in our digital parking permit system. No hang tags will be issued. You must have an account and be in our digital system.

You may receive a maximum of three (3) permits for each household, based on zone limitations. The fee is $15.00 per permit.

The City will be monitoring residential street permits and ticketing based on a License Plate Reader (LPR) system. When purchasing an RPP, you will be asked for your e-mail and any license plate – up to the number of permits which can be parked on the street. Your email is required to activate your account, pay for your permit and receive any updates from the City. You can adjust your account license plate at any time when parking on the street.

To obtain a permit online, click on https://stamford.thepermitportal.com/, set up an account with your email, click add permit and scroll down to your residential permit type. This is the only method to purchase a permit as all permit holders must have an active account in order to change their license plate when parking on street. A copy of a recent W2, Pay Stub, electric, oil or gas bill that shows the exact address, including unit or apartment number must be uploaded.

Due to the nature of the new permits, we are unable to process requests by mail.

Process and Requirements

Sixty-five percent of the households on a block within the requesting area must sign the petition
After the required petition is received, the traffic engineer will conduct a study, analyzing various metrics, such as:
- Surveying the block to determine if seventy-five percent or more available parking space is occupied.
- Size, land use, characteristics, location of major or minor arterials, location of physical and natural boundaries, location of major traffic generators, driving patterns within the neighborhood, parking capacity of the street, existence of driveways and dedicated parking, civic association boundaries and other neighborhood characteristics.
- The total available on-street parking space to determine the amount of legal parking spaces on the street and the overall parking capacity.
- Other parking and congestion mitigation strategies.
Once the required data is collection, we'll notify the requester of the results. Then, a public hearing will be scheduled with the residents of the community. Upon consensus of the public hearing with the Transportation, Traffic & Parking Department, the new zone will be implemented.

Process and Requirements.

Sixty-Five (65) percent of the households on a block must sign a petition in favor of having permit parking restrictions removed.
On verification of the petition, a public hearing will be scheduled with the residents of the community. Upon consensus of the public hearing with the Transportation, Traffic & Parking Department, the zone will be deemed eliminated and all signage will be removed.
Once permit parking signs are removed, if the residents change their minds, they must wait one year before asking that zoned permit parking be reinstated.

For one-day special event exemptions to the RPP zone to allow non-residents to park on the street. This can be used for parties, tag sales, etc.

Exemption requests can only be filed by residents who live on the street within the RPP zone.
