What is the Comprehensive Plan?

The Comprehensive Plan for the City of Stamford is a once-in-a-decade opportunity to take stock of the state of the city and ask fundamental questions about its future.

The Comprehensive Plan is a strategic document that creates a framework for achieving the city’s 2035 goals as set by its residents and government. The plan will be developed through an extensive community and stakeholder engagement process and serve as a North Star for Stamford’s development through 2035.

What is a comprehensive plan?

The Comprehensive Plan for the City of Stamford is a once-in-a-decade opportunity to assess the city’s current conditions, ask critical questions about its future, and establish a strategic framework for achieving Stamford’s 2035 goals as defined by its residents and local government. Informed by land use best practices and shaped through robust community and stakeholder input, the plan will serve as a North Star for Stamford’s development through 2035, as guided by a series of goals and action items. In accordance with state statute CGS Section 8-23, the City of Stamford is required to update its Comprehensive Plan (formerly Master Plan) every 10 years.

How does the Stamford 2035 Comprehensive Plan affect me as a resident?

The Stamford 2035 Plan is a strategic vision that guides how the city grows—shaping decisions on land use, housing, business areas, transportation, and public facilities. It reflects the community’s shared goals and outlines strategies to enhance quality of life. From where new housing is built to how neighborhoods are connected, the Plan influences policies and projects that affect daily life. However, adoption of the Plan does not change zoning or property designations—it is a guiding framework, not a regulatory mandate.

Is the Comprehensive Plan legally binding?

No, the Comprehensive Plan itself is not legally binding. However, it plays a critical role in shaping Stamford’s zoning laws, development regulations, and capital planning decisions—which are legally enforceable. The plan helps ensure that future changes align with the community’s goals.

How does the plan preserve the City of Stamford’s current look and feel?

The beauty of Stamford lies in the diversity of its built environment—from its vibrant urban center and distinct satellite neighborhoods to its less dense residential areas. Preserving this look and feel is central to the Stamford 2035 Comprehensive Plan, even as we plan for future growth.

The 2035 Comprehensive Plan works to balance Stamford’s land use and quality of life by:

Preserving low-density neighborhoods and protecting open space.
Supporting a vibrant, prosperous downtown designed to accommodate the majority of future development.
Strengthening satellite neighborhood centers that already offer diverse housing types, businesses, and communities.

This plan reinforces Stamford’s existing built environment, while making recommendations and providing strategies to address population growth, housing, sustainability, mobility, and affordability.

How does the plan address historic preservation and design quality?

The plan celebrates Stamford’s historic sites and neighborhoods and includes recommendations to preserve, highlight, and enhance them in Strategy 6 (pages 85-86). It also recognizes the importance of high-quality design and incentivizes excellence in new development and redevelopment through Strategy 3 (pages 80-81).

What are future land use categories? How is future land use different from zoning?

Future land use categories are descriptions of land cover and human activity in a general area and provide a broad, non-regulatory vision for how land should be used across the city. They were created to simplify the land use map and to characterize the existing designations of a specific geographical area. Land use categories are different from zoning, which establishes site-specific, legally-binding rules that regulate what can be built and how properties are used with zones. A single future land use category may include multiple zoning districts. Future land use categories are described on pages 50-65 of the draft plan.

What is the plan for single-family housing?

Sixty percent of Stamford’s land area is in the “Residential Single-Family” future land use category, underscoring the city’s commitment to preserving low-density, single-family neighborhoods. This plan does not recommend changing any single-family zones.

Will my single-family zoned home be changed to multi-family?

No, the Comprehensive Plan does not propose citywide rezoning of single-family properties to multi-family. Any future zoning changes would be focused only on areas well-served by transit and city infrastructure and would be further studied and reviewed through a public process.

What is the R2 “Residential Neighborhood” future land use category?

The “Residential Neighborhood” category is a future land use designation, not a zoning district. The planning team recognizes that the current term “R2,” may be confused with zoning terminology and will update the category to clearly distinguish it from the zoning district.

Most importantly, the Residential Neighborhood category does not rezone any single-family property into multi-family. It is a non-regulatory designation intended to support single-family and a variety of already existing low-density housing types, such as townhomes, duplexes, and garden apartments, often with compatible commercial uses.

The intention of the Residential Neighborhood category is to acknowledge, preserve, and enhance the existing mix of housing types – not to convert neighborhoods to multi-family housing.

How does the plan address concerns about traffic and getting around the city?

Mobility and connectivity are key pillars of the Stamford 2035 Comprehensive Plan. The “Connected” vision (pages. 116-131) outlines strategies and recommendations for prioritizing community concerns, including improving pedestrian safety and walkability, calming traffic and congestion, expanding bike lanes, accessibility, and improving the transit system. By addressing how residents, workers, and visitors move through Stamford, the plan provides a vision for a more accessible and connected community.

What about infrastructure? Can new development be supported?

Yes – and ensuring that any new development is thoughtful and supported by strong infrastructure is foundational to the Stamford 2035 Comprehensive Plan. The plan recognizes that growth must be accompanied by investments in reliable infrastructure, including roads, sidewalks, stormwater systems, schools, and parks. Strategy 5 (pages 84-85) outlines how the city can strengthen coordination in planning, delivery, and maintenance of these systems to ensure new development aligns with both current needs and long-term priorities.

How will the plan impact my quality of life?

The Stamford 2035 Comprehensive Plan is a forward-looking framework built on nationally recognized land use best practices, tailored to Stamford’s unique needs and opportunities. It outlines clear strategies to enhance residents’ quality of life and ensure Stamford remains a city of:

Opportunity – through balanced growth that ensures equitable access to jobs, housing, and services while preserving the character and assets that make Stamford unique
Health – by promoting safe, sustainable neighborhoods with an increase in open space
Connection – through improved mobility, accessibility, walkability, and transit options
Affordability – by expanding diverse housing options and addressing housing needs
Prosperity – through inclusive economic growth that supports small businesses, strengthens workforce development, invests in public spaces, and builds on Stamford’s existing strengths

The recommendations in the Comprehensive Plan align with statewide best practices and reflect proven approaches used in peer cities across the country. For example, Governor Lamont, the Western Connecticut Council of Governments (WestCOG), and state statutes all support transit-oriented development, and the comprehensive plan aligns with these priorities to encourage responsible, connected growth near transit via Strategy 1 (pages 72-73).

Does the Comprehensive Plan change the zoning?

No, the Comprehensive Plan does not change zoning. The Plan serves as a long-term framework and vision—it is not a law or mandate. No recommendations of the Comprehensive Plan will move forward until the city decides to pursue them. Any recommendations that are pursued will undergo a separate process involving further study, public input, and formal legal procedures.

Who approves the plan?

The Planning Board is responsible for reviewing and approving the Comprehensive Plan.

What are the roles of the other Boards?

The Harbor Management Commission is the only City body with a charter- and state-mandated review role in the Comprehensive Plan update. No other Board holds a formal role under the Charter. However, members of the Board of Representatives, Board of Finance, and Zoning Board are all represented on the Steering Committee and have been actively engaged throughout the process.

How do I make my voice heard?

The Planning Team is targeting Planning Board adoption of the Comprehensive Plan on September 30. While the Plan can be amended over the next 10 years, comments submitted by September 16 will be considered ahead of initial approval.

Does Stamford 2035 include a plan for Stamford Public Schools?

No, the Stamford 2035 Comprehensive Plan does not include a plan for Stamford Public Schools. In 2022, Stamford Public Schools published a Long-Term Facilities Plan that outlines investments in school facilities and capital projects through 2040. School quality and performance is outside of the scope of this land use plan and is evaluated separately by Stamford Public Schools. You can view the Long-Term Facilities Plan here.

The City of Stamford’s Planning Board, in partnership with the Land Use Bureau, is working with Sasaki, James Lima Planning + Development, and My Architecture Workshops over the next 10 months to articulate the future of Stamford’s built environment as envisioned by the city’s residents and stakeholders.

Process

Stamford 2035 is a 10-month comprehensive planning process, from September 2024 through July 2025. The process will evolve over four phases of work, with a continuous cycle of community and stakeholder engagement supporting each phase.

Engagement is designed to be iterative, with a consistent stream of community and stakeholder feedback informing and evolving each planning phase. Each of the four phases will include a community open house, neighborhood meetings or community pop-ups, digital engagement opportunities, advisory committee meetings, and a series of additional ways to get involved. Phase 1: State of the City - Data Collection and Analysis (2 months, September - October 2024)

To identify key issues to address in the Comprehensive Plan, the planning team will gather and analyze information on everything from population trends to housing needs, transportation patterns to the state of infrastructure and economic indicators. Community members will have the opportunity to respond to Stamford's existing conditions at the first open house this fall, where they can share their thoughts, ask questions, and engage in meaningful discussions about the findings and what they mean for the city.

Phase 2: Visioning and Goal Setting - Imagining Stamford’s Future (4 months, November 2024 - February 2025)

In collaboration with community members and key stakeholders, the planning team will first develop an overarching vision for the City of Stamford in 2035. This vision will then be supported by a comprehensive series of goals and actions, co-created with the community and designed to make the shared vision a reality.

Phase 3: Putting Pen to Paper - Writing the Plan (5 months, January - June 2025)

The planning team will draft an action-oriented comprehensive plan, incorporating data analysis, community input, vision, goals, and actions into a structure the City can implement over the next 10 years.

Phase 4: Making it Official - Public Hearing and Approval Process (2 months, July - September 2025)

Following validation of the final draft with the community at the fourth open house, the final stretch involves a public hearing of Stamford's Planning Board and referral to other required city and regional bodies. After any necessary revisions, the Planning Board will vote to adopt the plan, settings at Stamford's course for the next ten years.

Committees

The development of the Stamford 2035 Comprehensive Plan is guided by two committees:

1) Steering Committee

The Steering Committee is the strategic advisory “sounding board” for the Stamford 2035 planning process. Made up of critical members of Stamford’s planning and operational landscape, the Steering Committee meets quarterly to:

Review and align on content and project direction
Guide strategic direction surrounding community and stakeholder engagement

2) Technical Advisory Committee (TAC)

The TAC is the project “brain trust” for the Stamford 2035 planning process. Membership consists of key technical stakeholders (Technical Advisors) and community members (Neighborhood Ambassadors) who meet every other month to:

Review and align on content
Provide technical and lived experience expertise relevant to the six project focus areas
Act as an independent conduit between the planning team and the community, responsible for sharing information and recruiting participation for project engagement

Selection Process

TAC members were selected using an open call application system in September-October 2024. All Stamford neighborhoods are represented through Neighborhood Ambassadors proportional to each neighborhood’s population size. Applicants were chosen by the City of Stamford Land Use Bureau and project team members based on the following criteria.

Demonstrated community involvement and lived experience in Stamford
Excellent communication skills and the ability to work collaboratively
Commitment to Stamford's future and a passion for community development
Willingness to share information about the planning process and event reminders with your personal and professional network

Committee meetings are not open to the public, but informational materials from each meeting will be provided via quarterly reports (see Resources below).
