What does the Cove East Side Neighborhood Plan look like?

The goal of this plan is to develop specific recommendations for land use refinement and transportation improvements, grounded in a community-driven vision.

Led by the Land Use Bureau and Transportation, Traffic & Parking Department the plan will integrate community-driven public engagement input to inform the neighborhood plan.

The Cove-East Side Neighborhood Plan will include the following key components:

Land Use & Zoning Analysis – Evaluating existing zoning regulations and recommending updates to support responsible growth and housing affordability.
Mobility & Transportation Study – Assessing traffic patterns, pedestrian safety, bike infrastructure, and public transit options to improve accessibility.
Community Needs Assessment – Identifying key concerns related to housing, commercial development, open space, and infrastructure.
Public Engagement & Outreach – Conducting workshops, surveys, focus groups, and stakeholder meetings to gather community input.
Public Space & Environmental Improvements – Open space, parks and connectivity. Explore sustainability initiatives to promote environmental resilience.
Economic Development Planning – Supporting local businesses, identifying commercial growth opportunities, and fostering mixed-use development.

This initiative is designed to listen, respond, and provide expert guidance on how to achieve both near-term improvements & long-term transformations for the community.

Planning Team

The City of Stamford Land Use Bureau and the Transportation, Traffic, & Parking Department are leading the project, overseeing its development and implementation.

Fu Wilmers Design serves as the lead planning firm, guiding the overall vision and strategy. Langan is responsible for transportation analysis and planning, ensuring efficient mobility and accessibility. My Architecture Workshops Inc. is spearheading public engagement efforts, ensuring community voices shape the project’s direction and impact.

Community Advisory Committee

The Community Advisory Committee (CAC) plays a vital role in guiding the development of the project by ensuring that community voices and local expertise shape its direction.

The CAC is composed of a diverse group of stakeholders representing various neighborhoods, organizations, and institutions within the Cove and East Side communities.

Members include elected officials from the Board of Representatives (Districts 1, 4, and 8), representatives from key neighborhood groups such as the East Side Partnership and Cove Neighborhood Association, as well as stakeholders from local schools, including KT Murphy School and Rogers School. The committee also includes representatives from Domus, Building One Community, and other community organizations, alongside voices from small business owners, religious organizations, and residents of the Cove and East Side.

This diverse composition ensures that the committee reflects a broad range of perspectives, helping to shape a project that aligns with the needs and priorities of the community. The CAC will meet every other month for the duration of the project to provide input and guidance.
