Environmental Protection

The Environmental Protection Board (EPB) is organized by ordinance as a multi-purpose City agency combining the duties and responsibilities of:

Local Inland Wetlands and Watercourses Agency
A local Conservation Commission
A local Flood and Erosion Control Board

You should contact the EBP if you are:

Proposing construction or site modifications within or near wetlands, watercourses, or flood-prone areas.
Planning activities that may alter drainage patterns or impact natural resources.
Seeking permits for grading, filling, or clearing within or adjacent to regulated areas.
Looking for guidance on wetland buffers, floodplain management, or erosion control measures.
Applying for a subdivision where environmental concerns may exist.

GIS

Geographic Information Systems (GIS) centrally manages, shares and analyzes information about locations through specialized mapping technology. This information provides critical data to decision makers, increases transparency and enhances city operations.

The City of Stamford’s GIS division provides computer mapping, geographic / analytic support and maintenance of geographic information layers such as tax parcels, zoning, and addresses.

Housing

The Housing Division oversees Stamford’s Below Market Rate Housing Program and manages the Affordable Housing Trust Fund. It also collects housing data, conducts research, and develops policy recommendations aimed at increasing housing affordability and ensuring equitable access to housing opportunities throughout the city.

Who are we?
Planning and Zoning is a division of the City of Stamford’s Land Use Bureau. Planning and Zoning provides technical support to the Zoning and Planning boards, the Zoning Board of Appeals, the Environmental Protection Board, Affordable Housing Trust Fund and the Historic Preservation Advisory Commission.

What do we do?
Planning and Zoning has the following tasks:

Reviews applications for Zoning Map and Text changes, Special Permits, Site Plan Review approvals and other Zoning Board actions.
Process applications for variances and Special Permits for approval by the Zoning Board of Appeals.
Draft the Master Plan, review applications to change the Master Plan. Prepare the City’s Capital Budget.
Reviews subdivision applications.
Prepare Plans and Studies for Neighborhoods, Parks, and other land use areas to guide future development and preservation efforts.
Updates the City’s Zoning Regulations and Zoning Maps in Stamford meets the changing needs of its residents.
Provides data and planning information to allow residents and other stakeholders informed participation in all aspects of planning for Stamford’s future

Who do we work with?
Planning and Zoning is at the crossroads of many decision making processes and therefore interacts with many City Boards and Agencies as well as State and regional stakeholders. Homeowners and developers contact us when they want to apply for a change to the Zoning Map or Zoning Text, or if the need Site Plan approval, a Special Exception, or variance.

Communities and the public at large are an important partner in planning for the Stamford’s future and we strive to work as closely as possible with you.
