The Land Use Bureau is a division of the Office of Operations. It is responsible for planning and zoning enforcement and environmental protection in Stamford.

Who we work with

The Land Use Bureau works with property owners and developers who wish to apply for variances, zoning map or zoning text changes, special permits, site and architectural plans or other permits granted by the City’s Land Use Boards.

If you wish to apply for a building permit or a zoning permit (for example, for a shed, fence or a sign) you should contact the Building Department.

The Land Use Bureau also provides technical support to the following Boards:

  • 1. Zoning Board. The Zoning Board reviews site plans and applications for changes to the City's Zoning Text, Zoning Map and certain Special Permits as defined by the City’s Zoning Regulations.
  • 2. Planning Board. The Planning Board drafts, approves and the City's Comprehensive Plan and makes sure that all Zoning Text and Map changes conform with the Comprehensive Plan. The Planning Board also is part of the City's Capital Budget process and approves application for subdivisions.
  • 3. Zoning Board of Appeals. The Zoning Board of Appeals grants variances to existing Zoning if it finds that a hardship significantly inhibits the development of a property. It also grants certain Special Permits as defined by the City’s Zoning Regulations.
  • 4. Environmental Protection Board. In accordance with Federal, State and Local regulations, the Environmental Protection Board regulates local inland Wetlands and Watercourses, serves as the local Conservation Commission and acts as the local Flood and Erosion Control Board.
  • 5. Historic Preservation Advisory Commission (HPAC). HPAC advises city agencies, boards and commissions on issues of historic preservation.
  • 6. Affordable Housing Trust Fund. The Trust Fund’s purpose is the preservation of existing and the creation of new affordable housing in the Stamford, pursuant to the City's Comprehensive and Affordable Housing plans.

When to talk to us

You should contact the Land Use Bureau when:

  • 1. You have a question about a Variance, Special Permit, Zoning Text or Map change Site Plan or any other Land Use Board approval.
  • 2. You have a question about the City’s wetlands, flood prone area or coastal regulations.
  • 3. The City’s Comprehensive Plan or other planning studies.
