Who are we?

The Environmental Protection Board (EPB) is a multi-purpose City agency established by ordinance, dedicated to preserving and protecting Stamford’s natural resources. The EPB combines the responsibilities of several key environmental bodies to ensure responsible land use, ecological preservation, and public safety.

The EPB serves as:

  • Stamford’s Inland Wetlands and Watercourses Agency
  • The City’s Conservation Commission
  • A Flood and Erosion Control Board

The Board is composed of five appointed members and three alternate members, including experts in fields like environmental science, engineering, and land use—who volunteer their time to safeguard Stamford’s environmental assets.

What do we do?

The Environmental Protection Board plays a vital role in protecting Stamford’s wetlands, watercourses, floodplains, and natural habitats while balancing the needs of development and public safety.

The EPB is responsible for:

  • Reviewing and ruling on permit applications involving activities in or near wetlands, watercourses, and flood-prone areas.
  • Implementing and enforcing the Connecticut Inland Wetlands and Watercourses Act and Stamford’s local wetlands regulations.
  • Managing and overseeing floodplain development to minimize risks to people and property.
  • Serving as the City’s Conservation Commission, promoting open space preservation and sustainable land use practices.
  • Reviewing subdivision applications with environmental considerations in mind.
  • Offering guidance and education on best practices for land stewardship and resource conservation.

Decisions made by the EPB can be appealed to the State Superior Court under the guidelines set forth by State statutes.

Who do we work with?

The EPB collaborates with various City departments, boards, and agencies to ensure cohesive and environmentally sound decision-making, including:

  • Land Use Bureau (for zoning and planning coordination)
  • Engineering Bureau (on drainage and floodplain matters)
  • Coastal Area Management staff (for projects near coastal resources)
  • Health Department (for septic and well concerns)
  • Stamford’s Legal Department (for regulatory guidance)

The EPB also works with local conservation organizations, community groups, and state agencies to promote environmental awareness and stewardship.

When should you talk to us?

You should contact the EBP if you are:

  • Proposing construction or site modifications within or near wetlands, watercourses, or flood-prone areas.
  • Planning activities that may alter drainage patterns or impact natural resources.
  • Seeking permits for grading, filling, or clearing within or adjacent to regulated areas.
  • Looking for guidance on wetland buffers, floodplain management, or erosion control measures.
  • Applying for a subdivision where environmental concerns may exist.
  • Exploring conservation easements or land preservation options.
