Veterans’ Exemption Programs

IMPORTANT: All veterans applying for any exemption program(s) listed below must record their discharge papers (long forms of DD-214) with the Town Clerk's Office by September 30 to receive benefits starting the next assessment year. Please refer to the information below for the requirements and/or additional documents needed that are specific to each exemption program.

1. Standard Veterans’ Exemption Program 

Benefit: $3,000 assessment reduction for real estate or motor vehicle

Eligibility Requirements:

  • Applicant must be veteran of the armed forces (i.e. the United States Army, Navy, Marine Corps, Coast Guard, Air Force and Space Force), or activated member of any reserve component, including the Connecticut National Guard, serving under Title 10 or Title 32 of the United States Code
  • Must be honorably discharged (under honorable or other than honorable discharge may be accepted based on a qualifying condition)
  • Active-duty service of 90 or more cumulative days in recognized periods of war (§ 27-103) is required, except for veteran with disability as determined by the Veterans Administration (Note: active duty for training is not considered as active duty for this benefit program)

Additional Documents Required: NO 

2. Disabled Veterans’ Exemption Program

Benefit: assessment reduction for real estate or motor vehicle - exemption amount varies based on disability rating

Eligibility Requirements:

  • Any Stamford resident who has served, or is serving, in the Army, Navy, Marine Corps, Coast Guard, Air Force or Space Force of the United States
  • Must be honorably discharged (under honorable or other than honorable discharge may be accepted based on a qualifying condition)
  • At least 10% service-connected disability rating as determined by Department of Veterans Affairs

Additional Documents Required: submit the most recent VA summary of benefits or proof of disability rating to the Assessor's office by March 31st. No re-submission is needed unless there is a change to the disability rating.

3. Permanently and Totally Disabled Veteran 100% Service-Connected Disability Rating Property Tax Exemption - CGS 12-81(83)

Benefit: full exemption on the dwelling of the primary residence, or full exemption on one motor vehicle if not owning a real property

 Eligibility Requirements:

  • Any Stamford resident who has served in the Army, Navy, Marine Corps, Coast Guard, Air Force or Space Force of the United States
  • Must be honorably discharged (under honorable or other than honorable discharge may be accepted based on a qualifying condition)
  • 100% service-connected permanent & totally disabled rating as determined by Department of Veterans Affairs

Additional Documents Required: submit the most recent VA summary of benefits and the completed Form D-2 to the Assessor's Office by January 1st annually*

*Pursuant to Section 12-93 of the Connecticut General Statutes as amended by Public Act 25-168 Section 235, the Office of Policy and Management prescribes an application (Form D-2) to be used for assessment years commencing on and after October 1, 2025, for any person claiming exemption under subdivision (83) of Section 12-81.

Public Act 25-168 Section 235 is effective October 1, 2025, and applicable to assessment years commencing on or after October 1, 2025.

AN ACT CONCERNING THE STATE BUDGET FOR THE BIENNIUM ENDING JUNE 30, 2027, AND MAKING APPROPRIATIONS THEREFOR, AND PROVISIONS RELATED TO REVENUE AND OTHER ITEMS IMPLEMENTING THE STATE BUDGET.

Section 235: Section 12-93 new language - Effective October 1, 2025, and applicable to assessment years commencing on or after October 1, 2025

In the case of any person claiming exemption under subdivision (83) of section 12-81, such claimant shall annually, not later than January first, submit such claim to the assessors for approval, on an application form prepared for such purpose by the Secretary of the Office of Policy and Management and to be used for assessment years commencing on and after October 1, 2025, which submission shall include (1) all documentation necessary to demonstrate that the resident described in subparagraph (A) of subdivision (83) of section 12-81 has been determined by the United States Department of Veterans Affairs to be permanently and totally disabled based on a service-connected disability rating of one hundred per cent, and (2) an attestation that such claimant has not submitted, and will not submit, a claim for the exemption under subdivision (83) of section 12-81 in another town.

4. NEW Service-Connected Total Disability Based On Individual Unemployability (TDIU) Property Tax exemption

Benefit: full exemption on the dwelling of the primary residence, or full exemption on one motor vehicle if not owning a real property

Eligibility Requirements:

  • Any Stamford resident who has served in the Army, Navy, Marine Corps, Coast Guard, Air Force or Space Force of the United States
  • Must be honorably discharged (under honorable or other than honorable discharge may be accepted based on a qualifying condition)
  • Has been determined by Department of Veterans Affairs to have a service-connected Total Disability based on Individual Unemployability (TDIU) rating

Additional Documents Required: submit the most recent VA summary of benefits to the Assessor's Office by March 31st.

5. NEW Income-Based Exemption Program for Veterans Not Eligible for the Standard and Disabled Veterans' Disabled Programs

Benefit: $5,000 assessment reduction for real estate or motor vehicle

Filing period: February 1 – October 1

Eligibility Requirements:

  • Applicant must be veteran of the armed forces (i.e. the United States Army, Navy, Marine Corps, Coast Guard, Air Force and Space Force), or activated member of any reserve component, including the Connecticut National Guard, serving under Title 10 or Title 32 of the United States Code
  • Must be honorably discharged (under honorable or other than honorable discharge may be accepted based on a qualifying condition)
  • The income limits are $100,000 for single individuals or $120,000 for married couples

Additional Documents Required: Completed application form and required income documentation (see below) must be submitted to the Assessor's Office on or before October 1st to receive exemptions on the tax bills due on July 1st of the succeeding year. Qualified applicants must re-file every two years to maintain these additional exemptions.

 Application form will be available on February 1, 2026

Required Income Documentation:

  • A copy of your prior year’s SOCIAL SECURITY STATEMENT (FORM SSA1099) If married, we will need both.
  • A copy of your prior year’s FEDERAL TAX RETURN (FORM 1040) IF YOU ARE REQUIRED TO FILE. (If there are Schedule 1 and/or Schedule E attached to Form 1040, we will need a copy as well.)
  • IF YOU ARE NOT REQUIRED TO FILE FEDERAL TAX RETURN, COPIES OF PROOFS OF INCOME FOR THE PRIOR YEAR (Including but not limited to wages, lottery winnings, taxable pensions, IRA’s, interest, dividends, net rental income, Federal Supplemental Security Income, State of Connecticut public assistance payments, General Assistance, veteran’s pensions, veteran’s disability payments, and any other income not listed above)

6. Additional Veterans’ Exemption (City and State income-based programs)

Filing period: February 1 – October 1

Veteran entitled to the Standard and Disabled Veterans’ Exemptions may also be eligible for an Additional Veterans’ Exemption based on income requirements.

City of Stamford Local Program (benefit: $20,000 assessment reduction for real estate or motor vehicle)

The income limits are $100,000 for single individuals or $120,000 for married couples

State of Connecticut Program (benefit: assessment reduction for real estate or motor vehicle - exemption amount varies based on income level)

For income limits, please refer to the “Additional Veterans Question & Answer Booklet” on the Connecticut Office of Policy and Management website.

Additional Documents Required: Completed application forms and required income documentation (see below) must be submitted to the Assessor's Office on or before October 1st to receive exemptions on the tax bills due on July 1st of the succeeding year. Qualified applicants must re-file every two years to maintain these additional exemptions.

  • IF YOU ARE NOT REQUIRED TO FILE FEDERAL TAX RETURN, COPIES OF PROOFS OF INCOME FOR THE PRIOR YEAR (Including but not limited to wages, lottery winnings, taxable pensions, IRA’s, interest, dividends, net rental income, Federal Supplemental Security Income, State of Connecticut public assistance payments, General Assistance, veteran’s pensions, veteran’s disability payments, and any other income not listed above)

7. Exemption for Veterans who has received financial assistance for specially adapted housing under Title 38 of the U.S. Code

Benefit: full exemption on the dwelling and the lot of the primary residence which the assistance was applied to.

Eligibility Requirements:

  • Any Stamford resident who has served in the Army, Navy, Marine Corps, Coast Guard, Air Force or Space Force of the United States
  • Has received financial assistance for specially adapted housing under the provisions of Section 801 of Title 38 of the United States Code and has applied the assistance to the acquisition or modification of the primary residence

Additional Documents Required: the most recent VA summary of benefits and proper documents showing grant has been received and applied to the acquisition or modification of the primary residence must be submitted to the Assessor's Office
