OPM Overview

The Office of Policy & Management (OPM) leads the preparation, implementation, monitoring, and evaluation of the City of Stamford’s Operating, Capital, and Special Revenue Fund budgets.

OPM provides financial analysis, revenue and expenditure forecasting, long-range planning, policy guidance, performance reporting, and budget oversight to support the Mayor, elected boards, City departments, and the public. The Office promotes responsible stewardship of public resources, transparency, accountability, and sound financial decision-making.

To provide accurate, timely, and transparent financial information; safeguard the City’s fiscal policies; and support informed decisions that advance Stamford’s priorities and long-term financial sustainability.

FY 2026–27 Strategic Initiatives

  • Ensure effective implementation and oversight of the City’s FY 2026–27 Operating, Capital, and Special Revenue Fund budgets.
  • Strengthen revenue and expenditure forecasting through timely financial analysis, monitoring, and reporting.
  • Support long-term fiscal sustainability through multiyear financial planning, responsible debt management, and disciplined capital planning.
  • Improve budget transparency and accessibility through the implementation of ClearGov and enhanced public-facing financial information.
  • Strengthen financial controls, reporting capabilities, and operational efficiency through the continued use and optimization of Oracle.
  • Coordinate financial planning and oversight for major capital investments, including school construction and related reimbursement funding.
  • Support City departments, elected officials, and boards with timely budget guidance, policy analysis, and financial reports.
  • Advance performance management by connecting financial resources with measurable priorities and service outcomes.
  • Maintain and develop a professional, collaborative, and service-oriented workforce committed to excellence.
