Housing Stabilization and Supportive Services Funding Opportunities

The Community Development Office is pleased to announce the opening of applications for two housing stabilization funding opportunities available to eligible nonprofit organizations serving Stamford residents. These funding opportunities are designed to support low-income individuals and families experiencing housing instability, financial hardship, or risk of homelessness. Through a coordinated application process, qualified nonprofit organizations may apply to administer one or both programs described below.

HOME Funded Rent Assistance & Utility Deposit Program

This program provides short-term, income-based rental assistance to low-income households in Stamford who are experiencing temporary financial hardship and are at risk of housing instability, eviction, or homelessness. Eligible assistance may include monthly rent support, limited rental arrears, and, in some cases, security or utility deposits, with the goal of preventing displacement and maintaining stable housing without creating a permanent subsidy.

  • Total funding available: $500,000
  • Minimum funding request: $10,000

HOME-ARP Funded Food, Housing, and Stabilization Program

This program supports extremely low-income individuals and families who are homeless, at risk of homelessness, or part of HUD defined HOME-ARP Qualifying Populations. Funding supports community-based services that promote housing stability, including food assistance, housing stability case management, outreach, resource navigation, and related stabilization services to support safe and stable housing outcomes.

  • Total funding available: $800,000
  • Minimum funding request: $10,000

Application Structure

  • Applicants may apply for one or both programs
  • While the programs share a common application, separate applications must be submitted for each program
  • Each program is separately funded and reviewed (HOME and HOME-ARP)
  • Selection for one program does not guarantee selection for the other

Both programs are federally funded, reimbursement based programs. Organizations must have the financial capacity to incur costs upfront and seek reimbursement for eligible, approved expenses in accordance with program requirements.

Eligibility

Applicants must:

  • Be a government agency or private nonprofit organization with IRS 501(c)(3) status (or equivalent)
  • Be in good standing with the State of Connecticut and the City of Stamford
  • Demonstrate experience serving low-income Stamford residents
  • Maintain adequate fiscal systems, internal controls, and reporting capacity to administer federal funds

  • Application Open Date: January 9, 2026
  • Application Deadline: June 30, 2026
  • Applications will be accepted on a rolling basis

Incomplete applications may not be considered. Funds will not be obligated until a contract is fully executed with the City of Stamford and all required insurance documentation is received.

Notification of Opportunity to Apply for CHDO Certification

Dear Nonprofit Partner,

The City of Stamford invites eligible nonprofit housing organizations to apply for certification as a Community Housing Development Organization (CHDO) under the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program.

CHDO certification enables organizations to be considered for special set-aside funding under the HOME Program to support the development of affordable housing. To be eligible, your organization must meet the federal definition of a CHDO, demonstrate staff capacity and experience in housing development, and have a clearly defined service area that includes Stamford.

The CHDO Certification Application Packet available on the website outlines the requirements and documentation needed to apply. Please review the checklist carefully and submit your completed application to the City of Stamford’s Community Development Office by October 1. 2025.  *Applications will be accepted on a rolling basis, however to be considered for the funding that is currently available for distribution we are requesting application submissions to be completed by October 1, 2025.

Stamford's Housing Affordability Plan

The Stamford Community Development Office (SCDO) administers federal assistance for Stamford's neighborhoods. For nearly 50 years SCDO has delivered United States Department of Housing and Urban Development (HUD) funds to qualifying neighborhoods for housing, public improvements, economic development and public services through projects and programs approved by the Mayor and the Housing/Social Services/Community Development Committee of the Board of Representatives and the Board of Representatives.

SCDO makes loans and grants to community groups and housing owners. Federal programs emphasize reinvestment in our community infrastructure--streets, sidewalks, housing. Funds are also provided to organizations that foster the development of people: day care, employment training, and programs for special needs populations.
